Brad Antle is the Executive Chairman for Oceus. Antle has over three decades of experience as a leader in developing and delivering technology-based solutions at General Electric, Lockheed Martin, SI International, Salient CRGT and more recently at Antle Advisors.
As a founder of SI International and Salient CRGT, he grew each company to revenues exceeding $500M. Antle served in the U.S. Navy for 30 years Active & Reserve, retiring with the rank of Captain. He is active in numerous community and business organizations and is the past Chair of the Northern Virginia Technology Council (NVTC), Past Chair of the Software Productivity Consortium, Past Chair of the Virginia Veterans Services Foundation Board, and former Trustee of NDIA. Antle has chaired the Impact AI Summit for NVTC for the past two years, showcasing the Artificial Intelligence capabilities in the Greater Washington DC area.
He has an undergraduate degree from the University of Maryland, Master of Engineering from Penn State, and an MBA from National University.
Jeff Harman is President and CEO of Oceus. In this role, he oversees core operational elements, including delivery operations, engineering, product development, professional services, marketing and sales, and business development. Mr. Harman also leads the execution of the company’s strategic plan and provides the operational leadership to enable the company’s success and growth.
Prior to coming to Oceus, Mr. Harman had over 22 years of industry experience in the delivery and management of technology systems, networks, and services across the Federal Government. He previously worked for CACI International as a Senior Vice President Operating Group Manager, directly managing over $200M in annual revenue with clients in the Defense Information Systems Agency (DISA), the United States Combatant Commands, the U.S. Navy, and the Department of Homeland Security. In his role, Mr. Harman was responsible for the Enterprise IT Services and Solution core competency and was the developer of the CACI IT Service Management framework.
Prior to joining CACI, Mr. Harman held leadership positions for Teaming Associates, BBN, and GSI. Mr. Harman served in the U.S. Air Force prior to joining GSI and holds a Bachelor of Science degree in Information Systems.
Kevin Stiles is the Chief Technology Officer at Oceus. As CTO, Kevin is responsible for the company’s product development, solutions customization, and systems integration services. His engineering team focuses on the development of secure and scalable 4th Generation (4G) Long Term Evolution (LTE) products, and the integration and delivery of commercial off-the-shelf (COTS) products into customized solutions, including product certifications and accreditations.
Kevin brings over 24-years of experience in telecommunications and government contracting and has held various positions from Software Engineer to Vice President of Engineering. Prior to his current role as CTO, Kevin served as Vice President of Engineering at Oceus. Under Kevin’s management, he and his engineering team brought to market Oceus’ award winning Xiphos™ product line, as well as Oceus’ ONmission.
Before joining Oceus, Kevin was Vice President of Ericsson Federal where he was responsible for the site design and delivery of the Ericsson components for a Department of Defense (DOD) satellite program. He was also responsible for the design, development, and deployment of some of the first IP MulitMedia Subsystems (IMS) in North America. As part of Research and Development, he was heavily involved in the design of the first core components of Ericsson’s IMS products.
Kevin holds a Bachelor of Science degree in Computer Science from the University of North Texas and is based out of Oceus’ Plano, Texas office.
Carm Caruso is the Chief Financial Officer for Oceus. In this role, he drives the company's strategy and financial integrity for continued expansion and success.
Carm brings to Oceus his more than 20 years of experience in end-to-end financial management, corporate strategy, M&A, strategic partnerships and capital management expertise within public-sector and commercial organizations. Before joining Oceus, Carm served as a financial executive and operations leader in government contracting after beginning his career in public accounting and FP&A for a Big 4 firm.
Carm holds an undergraduate degree from Fordham University, MBA from Sacred Heart University, and is a Virginia CPA.
As Senior Vice President of Finance & Accounting, Barbara Batts is responsible for finance and accounting at Oceus. In addition to overseeing the accounting department, Barbara manages financial reporting, budgeting, cash management, and the external financial audit for the company. Barbara has over 25 years of corporate finance and accounting experience, working in both product and services environments within the government contracting industry. Prior to her current role, Barbara was the Assistant Controller at Oceus.
Before joining Oceus, Barbara held various positions at Avaya Government Solutions including Financial Systems Director and Accounting Manager. Barbara’s past experience also includes other finance and accounting management positions for Rainmaker Creative Thinking, BNFL Inc., CACI and Dyncorp. Barbara gained valuable experience in government contracting and mergers and acquisitions in these roles.
Barbara holds a Bachelor of Administration degree from Calvin University as well as adjunct MBA coursework.
Trina Cohenour is the Head of People and Culture at Oceus. In this role, Trina is responsible for leading all aspects of Talent Acquisition, Talent Management, Organizational Development, Diversity, Equity and Inclusion (DEI) and the overall People Strategy.
Prior to joining Oceus, Trina served as the Senior Director, Human Resources at ARCTOS, a 350-person global company. As Senior Director HR, Trina was a results-focused leader delivering organizational strategies around compensation programs, benefit plan designs, performance management and HR compliance from bargaining unit members to advanced Senior Technical Fellows. As a result of a multi-company merger, Trina embraced the challenge of integrating three geographically dispersed companies into ONE cohesive culture behind ONE brand. Trina’s expert knowledge of HR principals allowed her to guide management and the company’s employees through a significant period of change as a trusted leader.
Trina earned a bachelor’s degree in Business with specialization in Human Resource Management from Capella University. Trina has also achieved the designation of a SHRM-CP (Society for Human Resource Management – Certified Professional).
